After failing ‫אֵ ין ל ְָך כּ ָל פּ ו ְּרעָ נוּת וּפו ְּרעָ נוּת ׁשֶ בּ ָ אָ ה לְ עוֹ לָם ׁשֶ אֵ ין בּ ָ הּ אֶ חָ ד מֵ עֶ שְ ׂ ִרים‬ to curse Bnei Yisrael, he said to Balak (Bamidbar 23:8): ‫ׁ וֹן ׁשֶ נּ ֶאֱ מַ ר וּבְ יוֹם פּ ָ ְק ִדי וּפָ קַ ְדתִּ י‬ ‫וְ אַ ְרבּ ָ עָ ה בְ ּ הֶ כְ ֵרעַ לִ טְּ ָרא ׁשֶ ל עֵ גֶל הָ ִראש‬ ‫ל וּמָ ה אֶ זְ עֹם ל ֹא זָעַ ם ה'׃‬- ֵ‫מָ ה אֶ קּ ֹב ל ֹא קַ בּ ֹה א‬ .(‫ לד‬,‫עֲ לֵיהֶ ם חַ טּ ָ אתֽ ָ ם )שמות לב‬ How can I curse when G-d has not cursed? ּ‫ וְ הַ מּ ֶ לֶךְ וְ הָ מָ ן י ָׁשְ בו‬:‫ הֲ ָדא הוּא ִדכְ תִ יב‬,‫ כּ ָךְ אֲ נִ י אֶ עֱ שֶׂ ה לָכֶ ם‬,‫וּמִ ׁשְ תּ ֶ ה‬ In previous generations, when the nations of the world wanted .‫לִ ׁשְ תּ וֹת‬ to provoke or instigate Bnei Yisrael, they would do so either by Rabbi Ḥanin said: Anyone who says the All-Merciful is means of ‫מְ כִ ירַ ת יוֹסֵ ף‬, which represents baseless hatred, or by forbearing, his bowels will become loose. However, both appear in ‫מְ כִ ירַ ת יוֹסֵ ף‬: mourning?” The Midrash says (Esther Rabbah 8:4): .‫וַ יִ ּ ְק ַרע יַעֲ קֹב שִ ׂ מְ ל ֹתָ יו וַ יָּשֶׂ ם שַׂ ק בְ ּ מׇ תְ נָיו‬ ‫ ׁשֶ מּ ָ א‬,‫ מִ ימֵ יהֶ ם ׁשֶ ל יִ שְ ׂ ָראֵ ל ל ֹא בָ אוּ לְ צָרָ ה כּ ָ זֹאת‬,ֹ‫אָ מְ ָרה לוֹ ל ְֵך אֱ מֹר לו‬ ‫ ִדּ כְ תִ יב בּ ָ הֶ ן‬,‫ וְ ׁשֶ מּ ָ א כּ ָפְ רוּ בּ ַ לּ וּחוֹת‬,ּ‫לִ י וְ אַ נְ וֵ הו‬- ֵ‫כּ ָפְ רוּ יִ שְ ׂ ָראֵ ל בְ ּ זֶה א‬ Yaakov tore his robes and placed sackcloth on his loins.
