R’ Akiva Eiger writes: ‫דגם גדול שתוקע בשבת קיים מצוות שופר דזמנו גם בשבת אלא דעבר‬ ‫“ – על שבות בשבת‬An adult who blows shofar on Shabbos fulfills the mitzvah of ~2~ shofar as the time for the mitzvah is Shabbos, however, he violates an issur derabonon.” The Shu”t Avnei Nezer (Yoreh Deah 141:11) takes on like R’ Akiva Eiger and explains: Chazal do not have the power to uproot a mitzvah entirely.
