The Shulchan Aruch (Orach Chaim 8:11) writes: ‫עיקר מצות טלית קטן ללבשו על בגדיו‬ ‫ כדי שתמיד יראהו ויזכור המצות‬- “The main mitzvah of tallis koton is to wear it over one’s garments, so that it is constantly visible and reminds one of the mitzvos.” This implies that tzitzis should be worn on top of one’s clothing. He writes sharply: ‫ יזלזל ביה ויתננו‬,‫וכי יסבור איש שבגד המיוחד למצוה למען יזכור המצות‬ ‫ על גופו ערום‬- “Could one think that a garment designated for a mitzvah, meant to remind a person of the mitzvos, should be treated with disgrace and worn directly on one’s naked body?” Although a tallis koton may be taken into a bathroom (Shulchan Aruch 21:3), it is still inappropriate to wear a mitzvah-garment directly on bare skin. He adds: ‫ דנהיגי כל העולם ללבשו על הכתונת מתחת הבגדים של‬,‫פוק חזי מאי עמא דבר‬ ‫ מעלה‬- “Go out and see what people do — the universal custom is to wear it on top of the undershirt, underneath the shirt and outer garments.” Sweat Absorption Siach Yitzchak further notes that wearing tzitzis directly on the body causes the garment to absorb sweat, which is an additional bizayon.
