There is, however, a debate among our Sages as to the correct wording: The first opinion, cited anonymously, is “Blessed [are You, Lord our God, King of the universe], Who remembers the covenant”, referring to Hashem’s promise to Noach that He would never bring another flood to destroy the world and that the rainbow would serve as a sign of this covenant. The second opinion cited is that of Rabbi Yishmael, son of Rabbi Yochanan ben Beroka: “[Blessed are You, Lord our God, King of the universe] Who is faithful to His covenant, and keeps His promise.” www.ohr.edu 4 Fascinatingly, instead of our Sages coming to a definitive resolution, the discussion concludes with Rav Pappa declaring that two versions should be combined: “Blessed are You…Who remembers the covenant, is faithful to His covenant, and keeps His promise.” Rabbi Yosef Chaim of Baghdad (1834-1909) is one of the most influential authorities in the Sephardic world, and became an integral member of the spiritual leadership of Iraq at a relatively young age. It can also be understood as a sign of Hashem’s Divine Presence; as the prophet Yechezkel (1:28) describes his vision: “Like the appearance of a rainbow that would be in the clouds on a rainy day, so was the appearance of the brilliance all around; that was the appearance of the likeness of the Glory of Hashem.” The Abarbanel explains the connection between prophecy and the rainbow: The colors of the rainbow do not actually exist in concrete form; they are simply an ethereal reflection of the light on the water mist.
