It would be reasonable to assume that the blessing should be recited using the past tense – “Blessed are You, Hashem…who made the works of creation.” For, as we have learned, we recite the blessing because the sun has returned to the same position, on the same day, and at the same time as when it was created. We say “and in His goodness, He renews daily, perpetually, the work of Creation.” This phrase teaches us one of the most fundamental tenets of Judaism: Hashem did not create His world and then sit back and let it run on autopilot; rather, Hashem is intimately involved in the world’s continual existence.
