This can be translated as Rashi explains, ‫להזהיר גדולים על הקטנים‬, "The ‫להזהיר גדולים‬, the adults' deeds and their good older kohanim should train the younger ways should shine and influence, ‫על הקטנים‬, kohanim." ‫אמר אל הכהנים‬, "Tell the older the younger generation.
