Similarly, one is not obligated to build a house so that he can build a ma’akeh.” Then in the next halachah, the Rambam writes: “Similarly, all mitzvos which are rabbinic in nature, whether they are obligatory such as megillah, Shabbos candles, Chanukah candles etc.” The Rambam includes the mitzvah of Chanukah candles in the category of mitzvos which are a rabbinic obligation (‫)חובה מדבריהם‬, for which one is obligated to run after and do what he can to fulfil them, and not in the category of mitzvos which one only has to do if he has a house like mezuzah, and if one wants he can live in a tent or ship his entire life. From the fact that the Rambam understands that one must do what he can to light menorah, it is clear that he learns that the obligation to light Chanukah candles is incumbent upon the person (‫)חובת גברא‬, therefore, even if one doesn’t own a house, he must rent/buy one in order to be able to fulfil the mitzvah of lighting Chanukah candles. If Tosfos held like the Rambam, that mezuzah and Chanukah candles are very different, and mezuzah is an obligation upon the house (‫)חובת הבית‬, and one isn’t obligated to buy/rent a house to be able to fulfil it, whereas by Chanukah candles one is obl
