The first requirement was that the oil had to be brought to Moses: "And they shall take to you pure olive oil...for the lamp to burn always." The second consisted of Aaron the High Priest actually kindling the menora: "Aaron and his sons shall set it in order [to burn] from evening till morning." Two Questions This raises two questions: Why did the oil have to be brought to Moses, if Aaron was to light the menora? In the prophecy of Zechariah the Jews are likened to "a menora all of gold."
