The Chasam Sofer answers that it is clear from Tosfos (Megillah 30b) that on the Yomim Tovim we don’t read about the korbanos in the second Sefer Torah, therefore, there was a need to read about the topic of the day (inyona deyoma) so they enacted that ‫עשר תעשר‬ be read, however, now that we do read about inyona deyoma in the second Sefer Torah, there is no longer a need to read the parsha of ‫עשר תעשר‬. We see from here, that nowadays we fulfill the obligation to read about the Yom Tov by reading the parsha of ‫עשר תעשר‬, and on Shemini Atzeres we fulfill this obligation by reading about the Korban Mussaf from the second Sefer Torah for maftir. The source for such a minhag is the Sha’arei Ephraim (Shaar 10, sif 22) who writes: The minhag is to honor even young children who have reached the stage of puetes (‫)פועטות‬ who have da’as about devorim shebikdusha [matters of holiness], and the purpose of this is to educate them with mitzvos. The seforim also bring the Targum Sheini in Megillas Esther (3:8) where Haman describes the Yomim Tovim and he says in regard to Succos: ‫ שהם קופצים ומרקדים כמו גדיים‬- “They jump and dance like goats.” From What Age Can Children Be Called Up to the Torah on Simchas Torah?
