The Chanukah Candle That Comes First If a person only has enough money to buy either a Chanukah candle on Erev Shabbos or wine for Kiddush, the halacha is that he should purchase the Chanukah candle first because of pirsumei nisa, the mitzvah of publicizing the miracle. Only through consistent, incremental growth can we truly succeed in our avodas Hashem.The Rambam says, a person who can’t afford to buy a candle for chanukah must sell his clothing to buy ner chanukah b/c of the mitzvah persumei nisa. Just as one must sell his clothing to obtain the four cups—whose pirsumei nisa is only for the family—surely for ner Chanukah, which is pirsumei nisa for the entire world, one must sell his clothing as well. First, we fulfill the basic obligation, then move on to "Mehadrin," and finally reach the level of "Mehadrin Min Ha’mehadrin." This message is also emphasized in the minhag of "Mosif v’Holech," adding one candle each night. The Shulchan Aruch (Orach Chaim 689) rules that one lights Chanukah candles before Shabbos candles because lighting Shabbos candles constitutes acceptance of Shabbos, after which one may no longer light Chanukah candles. The Gemara in Masechta Sukka (52b) describes this as, saying that the Yetzer Hara begins as a "holech" – a passerby, then becomes an "ore’ach" – a guest, and finally an "ish" – a permanent resident, as Rashi explains. Because of this, the general rule of “ein ma’avirin al ha-mitzvos” does not automatically prioritize one over the other, and we specifically rely on pirsumei nisa to determine that Chanukah lighting takes precedence. The Gemara describes ascending levels of observance, detailing how exactly one would fulfill the mitzva in its basic form, on a higher level called mehadrin, and even a better way called mehadrin min ha’mehadrin. But the Rema holds that hiddur does not need to be part of the actual moment of the mitzvah and can be done separately, so each person can light his own menorah as his own expression of hiddur mitzvah.
