Kotlarsky would emcee the banquet annually, calling the roll of Chabad emissaries by country and state, memorably bringing it to a crescendo with a call for “spontaneous dancing.” Though comfortable in the spotlight, Kotlarsky also worked tirelessly behind the scenes.
