"Justice" refers to Torah. Continue making Siyum celebrations for completing tractates of Talmud, together with giving Tzedakah at the celebration, throughout the Nine Days leading to Tishah B'Av and continuing until and including the 15th of Av, a joyous day that brings out the inner good of Tishah B'Av.
