To answer this question, Rashi says that "they are ‫ שַ לְ מֵ י ּתֹודָ ה‬Thanksgiving Peace Offerings, which require ..." In the portion of Vayikroh we discussed the Peace Offering in general; Rashi is clarifying that a Thanksgiving Offering is a type of Peace Offering.
