At the time of receiving the Torah, people's minds were too absorbed in physical reality to appreciate the value of incorporeal, spiritual pleasure. If God had spoken about Paradise right away, people simply would not have heard Him.

The Hidden Summit

Material reward is merely "training wheels." God concealed the details of the World to Come so that our service would not turn into a selfish transaction. As a person matures spiritually, they must understand: the true reward is not the "candies" of this world, but closeness to the Creator itself and the opportunity to be His partner, which in itself is higher than any imagined paradise.
